Solution

This error raise in "Create Accounting" log file Its  not a Error "ORA-04021: timeout occurred while waiting to lock object" its a temporary warning in the EBS R12 if any locking with tables or objects so this error is raise and prompt for wait or kill session and oracle internal process architect occur the Check Point for  Process Monitor "PMON Process" this is mandatory process in Oracle EBS R12  this Process clean all locking like row level locking, object locking etc. . . ..by default this process is run automatically
